Even Start-INDIAN Tribes And Tribal Organizations

To help break the cycle of poverty and illiteracy and improve the educational opportunities of low-income families through family literacy programs that integrate early childhood education, adult basic education, and parenting education.
Types of Assistance
Project Grants (Discretionary).
Uses and Use Restrictions
Funds are used for activities such as recruitment and screening of children and parents, design of programs, instruction for children and parents, staff training, support services, evaluation, and coordination with other programs. Indirect costs are not an allowable project cost unless a waiver is obtained from the Secretary of Education.
Federally recognized Indian tribes and tribal organizations as defined in the Indian Self-Determination and Education Assistance Act, Section 4, may apply.
Parents eligible for participation under the Adult Education Act, and their children from birth to seven years old will benefit. Families must be in need of Even Start Services, as indicated by a low income level and a low level of adult literacy or English language proficiency, or other need-related indicators.
Application and Award Process
None. This program is excluded from coverage under E.O. 12372.
Applications from Federally recognized Indian tribes and tribal organizations must be submitted in accordance with the regulations, instructions, and forms included in the grant application package.
The Department of Education notifies successful applicants of awards. Actual negotiation and awarding of grants is done by the Department's Grant and Contracts Service in cooperation with program staff.
Deadlines are announced in the Federal Register.
Range of Approval/Disapproval Time
Approximately 60 to 120 days.
Formula and Matching Requirements
The Federal share of the cost of a subgrant project is not more than 90 percent in the first year, 80 percent in the second year, 70 percent in the third year, 60 percent in the fourth year, and 50 percent in any subsequent year.
Length and Time Phasing of Assistance
Grants may not exceed four years.
Post Assistance Requirements
Annual performance reports are required.
In accordance with the Education Department General Administration Regulations in 34 CFR 80, State and local Governments that receive financial assistance of $500,000 or more within the State's fiscal year shall have an audit made for that year. State and local governments that receive between $25,000 and $500,000 within the State's fiscal year shall have an audit made in accordance with the Appendix to Part 80. For this purpose, the term "State" includes any Indian tribe.
In accordance with the Education Department General Administrative Regulations (EDGAR), certain project records must be retained for three years.

Range and Average of Financial Assistance
Grants range from $100,000 to $200,000.
An estimated 5 grants will be funded in fiscal year 2008.

Examples of Funded Projects
Tribal Projects include the grant to San Pasqual of Mission Indians in Valley Center, California. This project is based on economic self-sufficiency and promoting healthy families including scientifically based resources and parent support. The comprehensive program integrates literacy, academics, culture, parenting and self-sufficiency through the four Even Start components.
Criteria for Selecting Proposals
The selection criteria in the Education Department General Administrative Regulations (EDGAR), 34 CFR 75.209 and 75.210 are used to evaluate applications.
