Objectives
The Tribal Lead Grant Program for outreach and education is supported by EPA's goal to reduce childhood lead poisoning. The grant projects should support this goal by providing lead poisoning prevention education and blood-lead screening of Tribal children. Funding Priority-Fiscal Year 2008: To support Tribal lead outreach and baseline assessment activities to identify children's risks to lead hazards.

Assistance may be available for activities which relate to blood-lead screening of tribal children and outreach efforts to educate Indian families about the dangers of exposure to lead-based paint hazards among children.
Eligibility Requirements
Applicant Eligibility
For certain competitive funding opportunities under this CFDA description, the Agency may limit eligibility to compete to a number or subset of eligible applicants consistent with the Agency's Assistance Agreement Competition Policy. Eligible recipients are Federally recognized Indian Tribes or Tribal consortiums (an association or partnership with one or more Federally recognized Indian Tribes) only.

Credentials/Documentation
Tribal consortiums must submit letters of interest and support from Tribal Chair that is being represented in the proposal.
Application and Award Process
Preapplication Coordination
Regarding pre-application/pre-proposal assistance with respect to competitive funding opportunities under this program description, EPA will generally specify the nature of the pre-application/pre-proposal assistance, if any, that will be available to applicants in the competitive announcement. For additional information, contact the individual(s) listed as "Information Contacts" or see Appendix IV of the Catalog. This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.
Application Procedure
Applicants may be able to use http://www.grants.gov to electronically apply for certain grant opportunities under this CFDA. Such applications must also include standard forms as listed in the http://grants.gov instructions. Proposals may also be submitted to EPA via regular or overnight mail. Proposals must address all elements in the evaluation criteria listed in the Request for Proposals. Proposals submited by mail are not required to include any standard forms as in the http://grants.gov submittals.
Award Procedure
For competitive awards, EPA will review and evaluate applications, proposals, and/or submissions in accordance with the terms, conditions, and criteria stated in the competitive announcement. Competitions will be conducted in accordance with EPA policies/regulations for competing assistance agreements.
Deadlines
Deadlines will be specified in the Request for Proposals. Contact the EPA Headquarters for deadline information.
Range of Approval/Disapproval Time
Approximately 90 days after deadline for proposal submittal.
Appeals
Assistance agreement competition-related disputes will be resolved in accordance with the dispute resolution procedures published in 70 FR (Federal Register) 3629, 3630 (January 26, 2005). Copies of these procedures may also be requested by contacting the individual(s) listed as "Information Contacts." Disputes relating to matters other than the competitive selection of recipients will be resolved under 40 CFR 30.63 or 40 CFR 31.70, as applicable.

Length and Time Phasing of Assistance
Projects are expected to be completed within 2 years from award of grant. Assistance is awarded in lump sum amounts.
Post Assistance Requirements
Reports
Quarterly reports are due at the end of each quarter. A financial status report is due at the end of the grant period.
Audits
Grants and cooperative agreements are subject to inspections and audits by the Comptroller General of the United States, the EPA Office of Inspector General, other EPA staff, or any authorized representative of the Federal government. Reviews by the EPA Project Officer and the Grants Specialist may occur each year. In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," non-federal entities that expend $500,000 or more in a year in Federal awards shall have a single or a program-specific audit conducted for that year. Non-federal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in OMB Circular No. A-133.
Records
Financial records, including all documents to support entries on accounting records and to substantiate charges to cooperative agreements, must be kept available to personnel authorized to examine EPA accounts. All records must be maintained for 3 years from the date of the submission of the annual financial status report, or longer if questions still remain, such as those raised as a result of audit.

Range and Average of Financial Assistance
The overall range for outreach awards in FY 07 was between $40,837 and $79,896.64. The average outreach award was $70,060.73 in FY 07. The overall range for baseline assessment awards in FY 07 was between $50,000 and $50,000.15. The average baseline assessment award in FY 07 was $50,000.03.
Program Accomplishments
In Fiscal Year 2007, 40 grants were received and 11 grants were awarded. In Fiscal Year 2008 and 2009, 30 grants are anticipated to be received and 8 grants are estimated to be awarded. Anticipated accomplishments include testing Native American children and homes for lead and development and/or distribution of lead awareness materials to the Native American communities.

Examples of Funded Projects
Examples of funded projects include the development of a customized lead poisoning prevention brochure and poster for Native Americans, development of a series of lead poisoning prevention coloring books sheets with Native American themes, setting up a blood-lead testing booth during a Little League baseball sign-up session, arranging in-home lead inspections, and blood-lead testing at a Head Start facility.
