Objectives
(1) To rapidly expand antiretroviral therapy (ART) to low income HIV-infected persons in a manner that is consistent with national plans and policies in the 15 targeted countries under the President's Emergency Plan for AIDS Relief (PEPFAR); and (2) To develop sustainable indigenous capacity to continue these programs after the project ends.

Uses and Use Restrictions
Cooperative Agreements will be awarded to organizations with excellent HIV care and treatment programs to expand their services.
Eligibility Requirements
Applicant Eligibility
Applicants must have 3 years experience of providing ART in 3 or more of the targeted countries. Eligible entities are those providing clinical care and anti-retroviral therapy in at least 3 of the 15 focus countries under the President's Emergency Plan.
Beneficiary Eligibility
Health care personnel and people living with AIDS.

Application and Award Process
Preapplication Coordination
This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office of official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.

All qualified applications will be forwarded to an objective review committee which will make funding recommendations to the Associate Administrator for the Bureau of HIV/AIDS. The Associate Administrator has the authority to make final selections for awards.

After review and approval, a notice of award is prepared and processed, along with appropriate notification.

This program has no statutory formula or matching requirements.
Length and Time Phasing of Assistance
Project Period: From 1 to 5 years. Budget Period: For 12 months.
Post Assistance Requirements
Reports
Interim Progress Reports no less than 90 days before the end of the budget period. This will serve as the non-competing continuation application. Semi-annual Progress Report 7 months after the beginning of each budget period should provide progress on achieving objectives and modifications or new objectives.
Audits
In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.
Records
All records must be maintained until expiration of 3 years from the date of submission of the final expenditure report. If questions remain following the 3-uear period, such as those raised as a result of an audit or an on-going enforcement action, recipients must retain records until the matter is completely resolved.

Program Accomplishments
In FY 04, 2 awards were made. During the first 12 months of the Track 1.0/ART (Antiretroviral Therapy) program, the two grantees Harvard School of Public Health and AIDS Relief (Catholic Relief Services Consortium) provided ART for 25,028 persons at 65 medical facilities in 10 countries. In year 2 of the program period, as of Sept 30, 2005, the grantees expanded their coverage to 47,796 individuals on ART in 10 countries. Over 7,000 health care workers were trained in 25 countries in FY06 as a result of the International Training and Education Center.
Regulations, Guidelines and Literature
This program is subject to the provisions of 45 CFR Part 92 for State, local and tribal governments and 45 CFR Part 74 for institutions of higher education, hospitals, other nonprofit organizations and commercial organizations, as applicable.

Criteria for Selecting Proposals
Applications will be evaluated on the extent to which proposed objectives are specific, measurable, time-phased, and consistent with the stated purpose of this program; the extent to which the applicant's capability is sufficient in the areas of clinical care, drug and health commodities, laboratory services, training, community mobilization and behavior, monitoring and evaluation and sustainability; feasibility of their expansion plan; extent to which the organizational structure, management and staffing is appropriate and sound and the presentation of a reasonable budget.
