Objectives

To improve emergency management practices among State, local and tribal government managers, and Federal officials as well, in response to emergencies and disasters. Programs embody the Comprehensive Emergency Management System by unifying the elements of management common to all emergencies: planning, preparedness, mitigation, response, and recovery.

Training.

 

Uses and Use Restrictions

Courses are not open to the general public. The primary audience is State, local and tribal government officials. Acceptance into specific courses is based on a need to know the information and how it will be used for the benefit of the community.

 

Eligibility Requirements

Applicant Eligibility

Individuals assigned to an emergency management position in State, local, or tribal government are eligible. Restrictions apply, however; refer to program guidance document or contact administering program office for additional information.

Beneficiary Eligibility

General Public.

Credentials/Documentation

Applicants may be asked to verify their emergency management responsibilities.

Preapplication Coordination

This program is excluded from coverage under E.O. 12372.

Award Procedure

Applications or plans are reviewed by DHS program and administrative staff. Any issues or concerns noted in the application will be negotiated with the successful applicant prior to acceptance into the course.

In the preceding fiscal year, 14,565 individuals participated in the EMI resident program. The same level of participation is anticipated for the current and future fiscal year(s).
