Special Education - State Personnel Development

Individuals with Disabilities Education Act (IDEA), Part D, Subpart 1.
To assist State educational agencies in reforming and improving their systems for personnel preparation and professional development of individuals providing early intervention, educational and transition services, to improve results for children with disabilities.

Application and Award Process
This program is covered under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as a single point of contact in his or her State to be followed in applying for assistance, if the State has selected the program for review.
The standard application forms as furnished by the Office of Special Education and Rehabilitative Services and required by OMB Circular No. A-102 must be used for this program.
Applications are peer and made on approval of the Assistant Secretary, OSERS.

Range of Approval/Disapproval Time
Range is from 90 to 120 days.
Formula and Matching Requirements
Length and Time Phasing of Assistance
Typically from one to five years, subject to the availability of appropriations.
Post Assistance Requirements
Progress reports are made on an annual basis. Final reports are made at the end of the project period.
In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Nonprofit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.
The awardee shall maintain accounts, records, and other evidence pertaining to all costs incurred, revenues or other applicable credits acquired under its grant, as stated in award terms and conditions.
(Grants) FY 07 $50,146,000; FY 08 est $22,598,000; and FY 09 est $48,000,000.
Range and Average of Financial Assistance
In fiscal year 2007, awards ranged from $500,000 to $2,200,000 with an average award of about $1,000,000.
Approximately 47 projects received funding under this program in FY 2008.

Examples of Funded Projects
The Department awarded new grants in fiscal years 2006 and 2007 to applicants that proposed projects to prepare teachers, para-professionals, administrators, related services personnel, and principals to deliver scientifically based instruction or evidence-based instructional practices; and to recruit and retain highly qualified teachrs who are prepared to deliver scientifically based instruction or evidence-based instruction in order to improve results for children with disabilities.
Criteria for Selecting Proposals
Criteria for selecting among grant applications will normally be selected from those in the Education Department General Administrative Regulations (EDGAR), 34 CFR Part 75.210.
