Eligibility Requirements
Applicant Eligibility
An Indian Tribe or Alaska Native organization that conducted a Tribal JOBS (Job Opportunities and Basic Skills Training) Program in fiscal year 1995.
Beneficiary Eligibility
Service areas and populations as designated by the eligible Indian Tribe or Alaska Native organization.

Application and Award Process
Preapplication Coordination
None. This program is excluded from coverage under E.O. 12372.
Application Procedure
Each eligible Indian Tribe or Alaska Native organization must submit a NEW plan to the Secretary for approval.
Award Procedure
The Administration for Children and Families (ACF) will issue grant awards.
Deadlines
Plans generally are effective for three program years, subject to program reauthorization.
Range of Approval/Disapproval Time
Approximately 45 days.

Assistance Considerations
Formula and Matching Requirements
See section 412(a)(2) of the Social Security Act, as amended. The grant amount for each Tribe will equal the amount it received in fiscal year 1994 to operate its JOBS Program. There are no matching requirements.
Length and Time Phasing of Assistance
Grants will be issued annually in a lump sum payment.
Post Assistance Requirements
Reports
An annual program (narrative and statistical) report and interim and final SF 269-A reports are required.
Audits
The Secretary will have the ability to maintain program funding accountability consistent with generally accepted accounting principles and the requirements of the Single Audit Act of 1984 and OMB Circular A-133.
Records
Indian Tribes and Alaska Native organizations must maintain records containing information the Secretary may require.

Program Accomplishments
In fiscal year 2007, 77 grants were awarded, which represented 98.7 percent of the total eligible grantee population. This number is estimated to rise to 78 grants in fiscal years 2008 and 2009.
Regulations, Guidelines and Literature
Regulations for the Native Employment Works (NEW) program were published on February 18, 2000, and became effective June 19, 2000.
